So, my cross-assembler's broken at the moment or I'd test this myself ... just curious if anyone knows the answer or could check real quick.
What happens when the SA-1 CPU (not the SNES CPU) reads from an unmapped memory address? Seems SD Gundam G-Next reads from $80159b, and if it gets 0x00 (or open bus), the battleship will be unable to fire. Returning 0xFF makes it work, but obviously I can't verify if that's right just yet.
