I've done it, my program is not a converter though, in that it doesn't give you something easily reusable. Source is released, it's not pretty but the code is free to use if you wanted to. Doesn't support DPCM (would be easy to add though, if the samples were in SPC native format). Audio quality on my player is not as good as it could've been, the interpolation really kills the edges on the pulse waves.
