Because that appears to be the responsibility of the emulator. You'll notice that the common dumps of Smash TV and Tetris 2 also have undersize CHR.
I call BS. Nonstandard ROM sizes are only valid for special mappers which specifically expect the game data to be stored in multiple ROM chips. Also, if the "common dumps" of those two games have odd CHR sizes, then they are bad dumps and should not be supported by any emulators.
