In any case, the trivial case requires 5 bombs to destroy the boss, and two to destroy the walls that are definitely in the way: all 7 alloted. (Nontrivially one can do it in 5, and with a glitch, 4.) It has a fairly difficult-to-dodge attack that is throwing you off your rhythm/your ITEMs as well, and using item-1/3 is not the...well, it looks less straightforward.
Also, remember that until you've decided whether to item or Crash Bomb out of the part of the room you start in, you don't have a target within easy range to even find out that you need Crash Bombs to damage it. Also that it's in the level with the fake floors-now that I think of it, it would have made a bit of sense to have one in there too, but...It's a pretty nasty setup.
On the main topic...MM2 has one of the best loadouts of weapons in the series. (9 is probably second.)

Advantages: 112 shots, 8-directional, rapid-fire, weakness of THREE bosses because MM2 doesn't do a pure "damage-cycle" like much-later games...Four, if you count Woodman.
Also, a rather nasty end-boss since you have to use Bubble Lead on him, and using anything else heals him to full.
Megaman 1 lacked any energy restoration through the final boss rush; Fireman and Iceman...and Elecman, outside of the rush. It also had those nasty FootHolders, Yellow Devil sans slide...Guts Platforms.
Megaman 2 has Airman, Woodman, Alien, Boobeam, and the Heatman Block Marathon (which is bad for programming more than design reasons).
Megaman 7 has its extra-nasty Wily Capsule.
MM&B has the annoying inability to save through the fortresses, along with the tank that has over a hundred HP between forms/parts and the horrid weapon selection. (Also, Burner Man.)
MM3 has 9 E-tanks and stores them in the password, and has best Rush Jet. Shadow Blade and Magnet Missile are very good weapons...but it has Doc Wood.
Really, I'd say X is the easiest Megaman game, if that counts.
