Ninja Hattori is one of many IPs created by Fujiko Fujio, a pair of manga creators who released work both collaboratively and later separately under the names, Fujiko F. Fujio and Fujiko Fujio A. Their creations are as a common staple of popular culture throughout East Asian, Southeast Asia, and India as Looney Tunes, Disney, or Garfield are in the West–arguably, even more so as series from the 80s and 90s still air in-tandem with current entries.
Quite a number of their creations had Famicom games as well:
Obake no Q Tarou: Wan Wan Panic (1985, Hudson Soft)
Ninja Hattori (1986, Hudson Soft)
Doraemon (1986, Hudson Soft)
Kiteretsu Daihyakka (1990, Epoch)
Doraemon: Giga Zombie no Gyakushū (1990, Epoch)
Paaman (aka Perman) (1990, Irem)
Parasol Henbee (1991, Epoch)
Paaman Part 2 (1991, Irem)
