These chips are made out of pure uncut unobtainium. The only place to get them that I know of is out of famiclones, unfortunately... and even then 99% of them will have useless gloptops. The one place where I found usable ones is on those "super8" things that plug into the SNES and have the NES/fami cart connectors on the top. Kinda spendy, but you DO get a nice famicom connector, NES connector, SNES connector, the NES on a chip, and some other goodies.
The NOAC in the super8 is a gloptop too, but it's on a removable "carrier" board. Btw, if you wish to remove it, you must use a heat gun... you cannot desolder the pins of it since there will still be a very fine film of solder left, which will rip the pads off the carrier. Don't use too much heat or else the PCB will delaminate.
I have only seen a TRUE NOAC once, and that is inside a game axe. It's an actual QFP in there! 100 pins, AFAIR. I dunno if it's the "Crappy" style with the bad sound, or if it's the good style. The super8 appears to have the good style NOAC in it, incidentally.
