You can often tell if a chip has been re-marked be looking at the plastic on the pin 1 marking (sometimes) or those 2 round spots on the top (always). It should be flat plastic, shiny and slightly reflective. On re-marked chips those parts will look the same as the rest of the chip, a little textured and matte. And laser marks too, NES chips were typically not laser marked except for some H-revision chips. With other chips in general sometimes you'll see date codes beyond when the chip went out of production, or laser marked chips with date codes from the early 80s.
That looks like a Chinese pull which got sanded and then laser etched. It's definitely a pull from scrap with some makeup to look like if it was new. Does not mean it's a fake, though.
