There is a Game Action Replay on eBay and I intend to win the auction, regardless of the price. But there is a big issue. I heard a nasty rumor than some, if not all, of the Game Action Replay's code is stored on battery backed RAM. And when the battery fails, the code is gone forever and the device fails. Is this true? And if it is so, what can be done about it? Does anyone have a device capable of reading and writing RAM?
Yes, it's true. The problem with fixing the RAM, is that you have to do it without ever removing the power. The only way I know of to fix one is by using a CopyNES.
As far as I know, no dump of the ROM exists. So unless some enterprising fellow with a CopyNES decides to do it, I will be eventually screwed. At least $100 gone to waste. Of course, I could keep stacking batteries to delay the evil day.
Of course the original battery has lasted almost 20 years, so it won't be that much of a chore to keep a fresh battery installed

Actually, Kevin Horton (kevtris) has dumped at least two of them; his CopyNES client even has an option for 'fix GAR'.
