Proto or not? Famicom Tale Spin with eproms

A contact, who as a tester received plenty of protos back in the 90's (and already sold most here on NA), found this loose PCB in a box. There are small windows underneath the stickers so the chips are eproms even though that is not visible from the pictures. Now, there is no text whatsoever on the pcb itself, nothing that says what mapper it is or "Nintendo" or anything. My guess would be pirate but I haven't dealt with any famicom protos myself so I can't say for sure.

Throw the game into a machine and load it up. If the game is in Japanese with Japanese text, it is an (unreleased) prototype. If not, the game is a pirate.

Tale Spin was never officially released on Famicom, though some pirate companies released the USA version on Famicom cartridge.

Most likely just a pirate, but as I said, the quick and dirty way is just load it up.
