Cartrdige-based consoles normally don't have a file system, so they don't have files within ROM file. NES for sure. For SMD/SNES that would be very unusual to have them, although there are few games that include files of standart formats for sound (very rarely). N64 may have file system in some games, and use standart formats more widely, probably - never checked that, but I guess so.

Yeah, it really depends on what you want to accomplish. I know these games can be decomplied, or reverse engineered or whatever you want to call it. But there are programs that are far easier if you're just going after the art, like Tony mentioned.

look for Char editors that are compatiable with n64 games.

this will give you an idea of how the images in a game work.

N64 won't work. SNES probably won't work in most situations either. N64 won't work because each game probably uses highly custom character model data because the figure is in 3D, not 2D. Now you might be able to look at the textures, I'm not sure about it though. And SNES graphics are usually compressed too, but you may find a game in which you can find them.

No, nothing uses a file system (In cart games?) that you can look at in the way you can on PC. And you can rip graphics from CHR-ROM games easily, but that's about it. And characters models would be insanely hard too, I doubt they stored those uncompressed either. And music is complex too.

You should have good programming knowledge to do this. Here is a huge manual on ripping music from NES games. Get idea how to do that for N64 from this FAQ.

Haven't found one. However, GSF (a format for GBA sound rips) is basically PSF (the same for PS1), so you probably need to learn how PSF works first. Here is a place to start, it has links both to info regarding PSF and tools for GSF ripping.
