I just opened up my copy and it has an EPROM in it too. I would take a picture, but I don't know shit about this stuff and honestly only clicked on the protoculture link by accident so I figured I would play it safe and just close the game back up rather than risk harming it.

Many Wisdom Tree games came with EPROMs. I highly doubt it's a prototype.

For unlicensed games that use eproms, what would have to be there to make it a prototype?

A prototype is any step in the chain of events that lead up to a final product. If it is identical in data and physical design to the final then it can not be a prototype.
