I'd like to collect the complete set of the Playstation Underground "magazine" sets.  These were shipped in volume/issues and each one had 2-3 discs.  I think there are 16 sets.  They were mailed out once a quarter for four years.  To be clear, I would like all of the discs, the case and any inserts.  All,  in "very good" shape.  They don't have to be perfect but I'd like for the discs to be unscratched and the material to only have minor use expected from a play through once or twice.

There is a set on eBay for $200 but by spot checking many of the issues, this is way to high.  But, there could be a few that are quite rare or sought after and that could be skewing the price.

Have any of you collected these sets and, if so, what would you say is a fair market value for a set?  If this guy is over priced, I guess I'll have to work my way down the list and piece a set together.
