I just picked up this cart in a bundle from Goodwill.  From my research I can only find that this game was made for the Turbografx and some PCs, but mine is on an Nes cartridge.  I’ve never heard of the brand either, CaesarVision?
Any info would be great.

looking into that site that the image belongs too, the language seems to be Indonesian. And it says Cybernoid, so that's probably the game on there

A lot of 72 pin bootleg games in Indonesia. It was one of the few Asian countries that received official 72 pin games / NES, and then also would end up with bootlegs as a biproduct.

Definitely a bootleg cart. Never heard of Caesarvision, but there is a famous brand popular in those parts, Supervision:

Check the logos, do I need to say anything more? Caesarvision is either the same company, or a company that ripped off the pirate Supervision company...

Well I finally got around to testing the cartridge. You all were right. The game on the cartridge is actually B. Wings, only released on Famicom and arcade originally. It's actually a decent game and a neat looking cart though probably not worth much.
