As far as I know, Tough Turf has never been ported to a home video game console.
The person in the photo has an NES dedicated controller called NES Advantage, which is an arcade game style controller.
Perhaps Sunsoft had plans to release a Tough Turf game for NES.
In addition to this photo, I hope you can find info on Tough Turf's release for NES.
