Am I the only one here that's bothered by this? I can't be... right? I can usually overlook blatantly misspoken phrases, but not this one. It's NOTION, for god's sake.

It can go either way. Motion is a court term, but it can be used in other contexts.

Guy 1: I wish to file a motion to blah blah blah
Guy2: I second that motion

GuyA: I wish to set in motion a plan that blah blah blah
GuyB: I second that motion

No need to get upset, your mixing things up

ETA:  the inspiration for that song was actually the writer getting annoyed by people saying "notion" instead of "motion" when they used the phrase.

Yeah when I first got in to the oldies (around 10 years old) I was more in to Sam Cooke, theTemptations, Ben E. King and Nat King Cole, but as time went on my tastes changed to a different sound.
 
   In my teens I found my other ^^ selections and Otis and Percy especially seemed like they were singing from somewhere deeper than anything these days (or those days for that matter). 

Also a fan of Ella, Billie and these two:
