I ended up passing on it.
Did a little research and from what I understand, the TOOL came with the following items...

There are 2 models... DTL-T10000H and DTL-T10000

The H means it's internet enabled (If you get the adaptor). You need to connect it to a PC to make use of it. Either get a network crossover cable or connect it via a switch. You will need to know it's network ID which should be on the info screen (so long as the packages are up to date)
If you go to a web browser and type in it's IP address you will be able to change the system time and things. You will need the root admin name and password which will probably be Administrator and Administrator (case sensitive)
You will then need the PC tools installed on your PC. From the PS2 device manager, you can download .elf files and run them or run disks by resetting the tool with the right reset parameters (2, 0x1a2 if I remember right)
