Well, explain what you mean exactly by 'optimized' and we may reconsider the situation.
 
Optimized means that the game is sped up so the PAL version runs at the same speed as the NTSC version.

If there's no difference in speed, then the 'no pal system rule' can be void for this game, and all other 'optimized' pal games.

Is the Virtual Console version acceptable? I ask because I have it, otherwise it'll be run through an emulator which I have on my Wii anyway.

It's along time since I played this for the last time, and the game did a über cheap kill in the pyramid level (Sled down a hill and fell in a stupid little hole

To answer some questions:

- It will be forbidden to use a warp whistle to repeat levels. I will add this to the rules on the first post.

- It is ok to use Virtual Console games as long as they are not different from the NES versions.

I guess that brings up the question as to if the Virtual Console version of Mario 3 is functionally any different than the NES version. To the best of my knowledge, it's not any different, other than running on the Wii.

Okay, last time for this game. I have been playing this stupid thing for like ten hours straight, trying to replicate the magic that is the leaderboard, but I got very frustrated with the point accumulation thing. I figured maybe if I concentrated hard on just beating the game that the points would come, and I guess to a certain extent I was correct. Still didn't crack the top five, though. Oh well, bedtime for me.

I know I'm in the minority here,but I never really liked this game that much. Slogging through the game anyway. Put up a few decent scores,but nothing I feel like worthy of a post. I'll try again tomorrow after I get out of jury duty. (ugh)

I'm definitely in this boat too.  In fact, I don't even think it is the best SMB game on the NES (SMB2 takes that for me).  In any case, my first few runs have been pathetic, scoring less that 100K, so this probably won't be a strong attempt at my first try in the weekly contests.
