I don't know about other states, but for VA and MD it would probably be worth distinguishing:

(1) DC/NOVA region (which includes some big chunks of MD)
(2) Delmarva peninsula
(3) hampton roads
(4) SW VA


Maybe format the whole list as "regions" rather than just states, since I know there are other states where two cities within the state are probably WAY farther apart than the next town over across the border.
