What do you consider "full"? More than 5 people with that score? More than 10?
I'm sure there will be numerous people with "perfect scores" in games where it is possible.
But I think it's also just reality that MANY games, even with convoluted rules in place, don't lend themselves to "proving" a clear "best player".
Rather, many games will allow good players to validate their ability, with no real ability to distinguish within the highest tier of play.
For instance, Tetris, if you looked at score alone, you lose a lot of granularity in who is "best".
(though plenty argue that a game like Tetris only proves relative merit, at the highest level, during live play)
BUT, it may be possible that "max out" based games could be able to record WHEN the maxout occurred (so lowest level to the highest score becomes a distinguishing feature).
Or, in a game like Tetris, ultimate endurance in the form of lines could couple with score.
I don't know the technical limitations, I just have the impression that the more obtuse rulesets that we use for the contests (i.e. x-number-of-lives, no point-pressing, etc) are probably very hard to support in any automated way.
