The first one is always in the right lane as soon as the progress meter hits the fourth arrow. I stopped right next it and it does move, but it's literally about one frame per second. I've hit the one towards the end before and never thought anything of it, but it is pretty neat to be able to confirm that there's something like that in the game. There's another blue car in the far right lane just past the first one that does the same thing, so now I'm wondering how many of these there are on the track. Normally you would just pass them and not even notice that they're barely moving. This also lends some credibility to my theory from the 2013 contest that the cars move in a preset pattern and that's not something unique to the course in the NWC version.
 
Until you hit one that is  

the cars definitely are on a pattern, imo . But it changes depending on when you hit any given point on the track. It's easier to tell on the first track because you can nearly go balls to the wall the entire way. And get the same pattern. 

On track two you always get the three lane block if you gun it from the start. If you let off the acceleration you can manipulate the pattern but I think it's still a set pattern maybe not through the entire course but at least in segments. I think, anyway . Hope I explained that in anyway that makes any kind of sense lol

I went and grabbed my cart to check this out and I was able to confirm it. About 1/4 of the way through, there's a dark blue car in the right lane just sitting there. The one that I hit during my run was about 3/4 of the way through, so that had to be the other one. Good catch!
