There are similarities of course, but starting with the name Devo which stands for de-evolution, these guys had a sense of humor and were a bit silly which is cool, for me their style of electronic music leans towards the free spirit of punk, on the other hand Kraftwerk pretty much ment serious business, but I won't deny that their music could be regarded as quirky or even silly at times.
