If people ask for reduction in shipping or cost -> instant block.
really? that seems kind of reactionary, particularly for shipping. half the ebay listings I see have jacked up shipping charges becaues the seller doesn't know what they are doing and picks 2 day priority express or something to ship 3 carts for $20.

Someone on eBay just purchased one of my items for sale, and I think they're a time waster. First, he asked me the lower the shipping price which I did (international shipping). Then he kept giving me excuses like he did not receive my invoice and he cannot login to Paypal (says he's locked out). I know I can submit an unpaid item claim after he hasn't paid in 48 hours, but then he can still leave me negative feedback, correct? Any way to avoid that? I think you've been considerate enough to help the buyer with his initial request.

Althought I don't understand the logic being not logging into paypal. How is he communicating with you then?!

I don't see how he could leave negative feedback if he hasn't even paid. Regardless you can get that removed by ebay

He can't leave negative feedback if he never pays. Correction, I believe they can, but you can also get it removed.  Your account may show a negative for up to a week or so while you fight it.
