Because the NES/SNES were dead at that point.  Plus I imagine that throwing that many sprites on screen at once might require more horsepower than the NES is capable of.  I'm pretty sure SNES could, but why would you want to?  It would be easier to just make it on modern platforms with old school graphics where the chains are off and it has a chance to find a bigger audience. That makes sense. It would just be cool to play that genre on the older platform on a cartridge.
