I guess most any rom can be put on a cartridge, but clearly not every rom is, since a lot of them are crap.

For instance, SMW: Return to Dinosaur Land is one of the common & popular hacks put on SNES carts, but there's also Brutal Mario, Quest on Full Moon Island, Second Reality Project, etc.
Recently, I picked up Mega Man in the Mushroom Kingdom on an NES cart.

One that I stumbled upon was Naked Headless Mario Fights the Dick Nazis. It looked pretty cool.
