I need to make "levels" for my game so I'll need to make multiple nametables. The nametable maker I'm using right now is NSA. It comes with RLE compression which is useful, but it's horrible for making "levels." I mean it seems I can try to use it to make the "levels", but it's going to be very hard as the program takes up the whole screen + it only lets me edit 1 screen at a time. I tried making my own Nametable + CHR editor, but I couldn't attributes to work properly so I gave up. It had the ability to read CHR + nametable (- attributes), but it couldn't edit or save them yet (I hadn't implemented that yet).
I also need to update the Nametable RAM while I'm scrolling to have long "levels", I figure this is going to be hard...any suggestions?

2. Suggestions on how to scroll 4-ways, how I would overwrite the PPU Nametable RAM with the new data while scrolling so that I can have the "levels" more than 2 screens long...?
