I don't think it's only shows, although I still don't have a clue as to why they do it. I'm pretty sure the average Japanese person know English better than the average American knows Spanish, as I think I remember hearing that it is mandatory to take English class in Japan for six years, although I think I remember hearing that it's mostly a joke. (Much like any Spanish class I've ever took.)

It still doesn't really make sense as to why they'd use it over Japanese, especially at seemingly random times. The only time that would really make sense to me is if it's on something that you plan on exporting to a predominately English speaking country, but still, only half of the words will make sense then. I actually have seen some video games from Japan that are fully in English, but they aren't exactly story driven or anything, it's mostly just menus.
