I extracted it the old-fashioned way, add dummy colors to all duplicate cells, then convert to 8-bit, then remove the dummy colors. The palette order becomes whatever it saw first from top to bottom, left to right.
Probably would have been easier to just search the process memory for the RGB values, but oh well.

very common to find those PNG "color mosaics", but I couldn't figure another method of converting such colors into a .pal file, other than opening the picture in an editor & getting each RGB value with a tool...
