Firstly, a big anouncement by Mr. Inafune: two brand new Mega Man games. The much awaited Mega Man Legends 3 had been announced, after several years of wait. Next, a developer room... with feedback from fans... and all that stuff we loved so much... for nothing.
A prototype had been promised to be playable... but then, it was "delayed for improvement". Yes... of course. Now, the game is no more. I'm sad.

I heard of Mega Man classic, X, Battle Network, Zero, Starforce, ZX, Command Mission and even those crappy Xtreme remakes on the GBC, but never heard of Legends before.
I'm not surprised that the game was cancelled unfortunately. The main reason must be that Inafue left Capcom and must have been the one pushing it against Capcom's will (that was Inafune's style of doing thing).
Mega Man Legends was just made to work around a bias within Sony against 2D games, I've been told.

What about Mega Man 8, X4, X5, X6, Castlevania : Symphony of the Night, Legend of Mana, Final Fantasy Tactics, ...
Final Fantasy Tactics is polygonal 3D. There is a rumor since 1990s, probably with some grounds, that at early years of PS1, Sony denied to publish purely 2D games. Thus some games got 3D parts, like tower level in Mickey Mania.
On topic, there are way too many Mega Man games already. I'm personally bored with them, and Legends is my least favorite kind of MM games.
I remember (at the time) there were some complaints about Castlevania: SOTN being nothing more than an "upgraded 16-bit" game. Heh reviewers aren't always right....
