Hi I'm stupid and don't know anything at all. Anyways, I ended up buying a ROB that turns out to be a store display. Now, normally that sounds fine and dandy except for the small detail of the darn tootn fact that there are no electronics in the thing. An chance you smart guys know how I could figure out and acquire the parts needed to complete my ROB short of buying another one? Thanks for letting me waste your time have a nice day.
The "RFC-CPU10" is a custom fixed program microcontroller that Nintendo made for the R.O.B.. You're not going to get a replacement for it other than from a dead R.O.B.
Is it really completely empty? No TV sensor in the head? No motors?
What you have is probably more valuable than a completely assembled ROB anyway. Find someone to buy it at a premium and put the money towards one that works.

Mostly yeah. It has the motor in the spinner and base, but no sensor, no microcontrollers. It has just the PCB with the switch and the led in his head,.

That makes sense. It is a rare collectible item.
It's pretty neat, maybe you could find an interested buyer on NintendoAge. I've seen at least one collector actually has the display case that went with. One guy bought a Gyromite cart that didn't work, when he opened it up there were no chips on the board because it was from that same store display.
