Does anyone have data on how long it takes the NES to "boot up" at power-on or at reset? More precisely: How long from power-on/reset does the cartridge have to get ready to take memory requests from the CPU and PPU?

You have very approximately somewhere around 1/10th of a second between +5V arrival and the CIC releasing the front-loading NES from reset.
The PPU always drives its address bus, unlike the CPU (which leaves the address bus high impedance during reset)
For Famicoms and top-loading NESes, the PPU is not stopped by reset. The CPU has its own pull-up on its /RESET input; it will charge the 470nF capacitor in the Famicom in somewhere around 20-50 ms. The external reset button shorts out this capacitor.
