I make N106 dev-cart using Dragon Ninja cart. But i need know, where is PRG A17 and CHR A17 pins on 163 chip????

I don't have any 256KB non-epoxy boards to check this for certain, but the most likely candidates would be:

Pin 8 -> PRG A17
Pin 45 -> CHR A17

Yes.

They were called "Namco Hometek" in the US.

And I assume they have nothing to do with Duck Tape.

Click here, activate the Flash object, then scroll to 1985. Compare the logo that the duck mascot is wearing to Namco's logo prior to the merger with Bandai.
