thanks. yea, thats where i got the mine (pcb4c). i just read the users manual and it said to change the jumper from 1-2 position to 2-3 position.

To test VPP and VCC voltage you'll need a multimeter/voltmeter. You'd put the black probe to the socket's GND pin and the red probe to the VCC or VPP pin. You should be ok without doing that though, presumably the burner you have was already tested.
