I have two non-working carts - Super off road (AOROM) and Blades of Steel (UROM) - that I can use to make an EPROM devcart. Is there a particular cart that would be best to "destroy"? Should I be concerned that these are not working at present; I don't want to butcher a working cartridge...

If they're non-working with the ROM soldered into them, they'll likely be non-working with your UVEPROM or flash chips too. In what way do they not work? Don't boot, or something else?
The Blades one doesn't boot. The Off road one works, with occasional messing of graphics on screen - CHR errors? - but I hate the game anyway. Problem is that AOROM seems more limited.
Battletoads is AOROM. It certainly doesn't look limited.
The biggest practical limitation of BNROM and AOROM that I can see is that you don't have your DPCM samples banked in at all times, so you can't easily use a sampled drum kit (like Konami games) or bass (like Sunsoft games).
True. Was more concerned about the hardware hacks needed at this stage.
You should probably clean the cart because it makes bad connection with the NES, but as long as you can't get it to work with original ROMs it won't work any better if you reprogram some new chips and solder it on it.
Your best bet is to take a cart that work or buy a Power Pak.
