...especially considering that this was during the video game crash in the US, brought on by Atari's lack of quality control for the games that were released for the Atari 2600.
Nintendo didn't just want to prevent piracy, they wanted to have strict control over what was released for the NES, to make sure they didn't repeat Atari's mistake.
