Dreamstar did in fact just win the NWC #308 auction. No idea why he sold it to me so cheap just to turn around and get another.
I am the very happy new owner of #308. Dreamstar won the original auction but sold it recently to the owner of Video Game Heaven in Chesapeake, VI. He is now a member here (Civichatchbksi) and we had an easy and pleasant transaction.
To assist with continued documentation the new complete lineage for this cart is: Danny Socolof (original owner and NWC event producer) gave it to his nephew (ebay seller Adamjaz), who auctioned it on ebay (10/2014) and was won by Dreamstar, who then sold it (3/2015) to the owner of Video Game Heaven (NA user Civichatchbksi), who then sold it to me (3/2015).
In the original auction Adamjaz (ebay seller) said his uncle produced the competition and would provide the winner with a letter of authenticity. I'm trying to get in contact with him as that letter unfortunately never made its way to me. The only thing to note about this cart is that I believe that the top label has been readhered. A post in this thread has pics of this copy and it looks pretty clear that it was peeled like many of the other copies out there -

I have collected for nearly a decade and never thought I'd own one of these so I'm so happy to now own this awesome piece of video gaming history! Last year I finally finished a complete NES set (all licensed and unlicensed per NA database) and wanted to get an NWC before it became unobtainable. Anyways, I wanted to post here to continue the documentation of this copy and to welcome it to the NA family. Speaking of the NA family, I want to give a special thanks to Mail_Bag for not only contacting me about this copy, but also being the middle man for the transaction. That help was the difference of me getting this copy or not, and the peace of mind throughout the transaction was priceless.
