Turns out my copy of Revenge of Shinboi is Version 1.00, so it includes Spider-Man, Batman, and Godzilla, among other aspects that were changed in later revisions. I added a picture of the PCB to show the game's version:

They're all sealed, so you don't need a Genesis if you're not gonna em!
