You need to get the PRG and CHR data extracted from a ROM. The very first 16 bytes ($10) are the ines header, and that needs to be removed from the file entirely. In the case of NROM (mapper 0), the final 8kb is your CHR data and all the preceeding is your PRG. I'm unsure about other mappers as I've only programmed NROM.
Use a hex editor to separate these. There are plenty of freebies out there.
