My Advice for drawing an SNES background.

Use 16x16 tile mode. Don't waste you're time (like I did today) filling out every little 8x8 tile onscreen for a 64x32 tile background layer, in HEX data. I even tried using metatiles, but that only made it more confusing because it was hard to tell what tile was directly underneath what. I wish I placed the tile patterns into the ROM as 16x16 to begin with but I didn't plan ahead.

Well, maybe if you would do things properly, with planning, in efficient way, with tools instead of manual HEX editing, you wouldn't waste time?

Really, recommendation given like this does not make any sense, no real tech reasoning. 8x8 and 16x16 modes has their advantages and should be chosen up to the task.

As I side project I am making my own tile map editor, but it would be a while before I can use it.
