Very clean game glitches

I have a copy of Air Fortress and I've got it very clean and it still displays white pixels all over the screen.  I've tried it in both the up and down position without much luck.  Is this cart just bad?

Sometimes games can be very moody, especially in front loading systems. You just have to keep playing with it until it is lined up exactly right.

I don't know.  I'm almost convinced it's the cart itself.  It is playable, so I went and got into the fortress part, where you control a guy and not the ship.  Inside there, there were no glitches at all.  It's only during the intro, the map, and the flight portion of the game where you see these glitches...

Anyone else own this cart that could maybe test it and see if similar results are happening?  I've tried inserting it several ways.  Air Fortress is the game.

Actually this is exactly what's wrong with my cart. Little white dots I thought were the background until I noticed they definetely weren't since the emulator doesn't have them. The fortress parts don't have any glitches.

Also note: my nes toploader will run it, but the graphics are massively scrambled. In my toaster nes there's just the dots. Weird...
