It's possible, but not a straight "port" the way some people seem to think it'd be. Same with other games that "look" retro but aren't really (like AVGN's upcoming game for instance or that mash-up PC game I saw featuring all the Nintendo characters).
The Mega Man's are possible because there's games you can hack (NES Mega Man's) to jury-rig into the newer releases. They aren't technically "ports".
To elaborate, a 1:1 port might be pushing a bit much. A big concern would be flicker, which would be a huge problem unless you like graphics fading in and out of reality. Another one seems to be how Splash Woman is "impossible" on an NES, but she really is with some clever palettes; her main palette should be black/white/blue, and her second palette would be yellow/red/light blue, and overlay those colors over her body. Flicker would occur, but she works on an NES now, and Hard Man already flickers when you enter his room.
Yeah, I think of games like Recca, Mr. Gimmick, or Batman Return of the Joker and I definitely see a quality and faithful port of MM9 and 10 possible of the NES.
The biggest issue with MM9 would have to deal with certain liberties the designers took. For example, you can't actually download stuff from the internet to the NES, maybe it could just be a literal store. Some graphics might flicker a lot due to how large they are and how many there are/how they are placed. Colors might not be accurate fade out transitions are too smooth (which honestly looks ugly compared to the standard NES transitions), and so on. It's more about some minor details that happen to be in large quantities that gives it a problem to be a 1:1 port. At best, I'd say that MM9 could be 95% accurate if it were to be ported.
So far, the hacker would rather use a standard mapper instead of an MMC5, so some background graphics would have to be cut. So this cuts our percentile down a bit, but hopefully he also releases some notes for future programmers to hack the rest back in.
