So my Willem has not been cooperating with me this whole day and throwing errors at me when I try to program a M27C801 with a Star Fox 2 rom and It doesn't seem to even program, verify or blank check the EPROM Chip at all.
--Errors I get--
Blank Test: Device is NOT Empty ($000000)
Information Comparison (Verifying): Error at 0x000000 Chip = 0x00 buffer = 0x15/0xC2
Programming a chip: Error at 0x000006 Chip = 0x00 buffer = 0xC2

Are you using a parallel port on the computer?
Or are you using a USB/Parallel adapter?

Try a ROM that wasn't probably destroyed by putting it in backwards.
