Whats the origins of this, I have seen it before, but never really heard where it came from

I don't really know too much about it other than it doesn't show up too often.  When I asked Jone about it this is what he said: "I've seen that one sealed a couple of times... where you have the normal red border at the right, with a PC sticker on the wrap.  I didn't know if the PC sticker was on or under the wrap (it appears under the wrap on some), but I guess that clarifies it."
