NES proto but no CIC chip

any ever seen this before ? it works in a ntsc console but on a pal-b its blinking like its the wrong region.

and how is it possible that the game can be played without the CIC chip ?

I've had several. I play them in either a top loader or a modded toaster, so it's never been a problem.

I've had several with socketed CIC chips, some with sockets but no chips. No idea why that would be needed for a dev, but I never really thought to dig into it at all.

I'm going to guess that they frequently recycle proto boards, especially when developing different regional ports simultaneously or back-to-back.
