It's been many many years since I used it to change anything so that part you'd have to learn on your own.  For the actual setup of the program, you install it like any other app, then go to control panel, internet properties, and connections tab. There's a lan settings, you would check the "use a proxy" box, then add the IP as 127.0.0.1 and port, I think is 8080, and that will cause all browsers on your system that use proxies (IE, chrome, not 100% sure if firefox checks here or it's own options) to use prox. 

Inside prox are lots of options, but since it's mostly an ad blocking program, you can surf a bit now and see if you have any trouble.  HTTPS application will not be affected, and if you set it up to do https, some application (like dropbox) may break, thinking there is (rightly) a man-in-the-middle attack going on.
