My thoughts exactly. I love TMNT 2 for what it represents (a GREAT arcade game), but it feels like the programmers rushed it out the door without a lot of planning. TMNT 3 was a bit too difficult (at least for a deathless run, not enough pizza, etc), but I think it's a much better game.
In spite of a distinct lack of polish, I think part of TMNT 2's charm (to me, at least) is that the ability to spam the special attack ends up allowing highly aggressive -- maybe even reckless -- gameplay. So even though the game is easy, you can still get a sort of combat rush while working your way through the levels.
I like TMNT 3 better for its balanced combat refinements and greater challenge (and heck, I really prefer most of its music too). If Konami had either fixed the ridiculous pizza placement or shortened up the levels to a similar point as 2, I don't think I'd have any more criticism for it.
