Using my screenless SEGA Nomad on the TV, it shows rolling, torn, and discolored video, and the audio is like a zipper on a jacket. However, the first few seconds do show good audio and video. I've replaced about half of all the capacitors already, but I have a feeling I damaged something while I had the PCBs out of the casing because it worked fine before I started making changes. I've also replaced the 5V regulator. Has anybody heard of this issue before? Any suggestions?

I would try replacing the other half of the caps
