Best analog video capture device??

As the title suggests, do you recommend any good analog video capturing device?? It can be anything, USB device, PCMCIA device, a standalone recorder etc. I've heard that DVD recorders are also good but which brand/model do you recommend?? Even though I live in Europe, ironically I'm mostly interested in a recorder that captures NTSC signal, that's what I need most but PAL compatibility would also be a nice feature.

Also, here's the big thing: is there ANY capture device that accepts SCART input?? This seems to be a major problem since I can't find ANYTHING supporting this plug... Not to mention SCART plug is mostly used in Europe so I assume finding a device accepting both SCART AND NTSC signal may be tough to find (although it IS possible to combine both things).

I'd be grateful for any suggestions!! Big thanks in advance!!
