Is this the Canadian version? I noted that there's French on the back in addition to English on the "extra" cover. This is somewhat common in Canada where we HAVE to have French on our products. Some items will be made in such a way though that it makes more sense to make them all the same way and "tack on" the Canadian specific bits after the fact.

It could simply be that this is a Canadian sealed version of the game and this is standard practice for that version of this game. I've seen extra French or English/French manuals sealed onto the outside of games before. Similar to this, though granted never QUITE like this specifically.

Notice the difference between the cover he has (specifically the back) and compare to this:




It's definitely labelled incorrectly as he's calling it a "1 of a kind factory error", but I'd chock it up to ignorance rather than malice.

it's probably a Canadian game but the second seal is in no way a factory seal looks like to me that the french/english cover and manual was added around that game and resealed on top

Yeah that's what I'm saying - that's what we do here. I have absolutely seen this before, it's common practice, and this is how it would be when you buy it from any retail store.

There's little to no information out there on Canadian variants, so you'll likely see people making this mistake more than once. 

As I edited into my first post, I believe this can be attributed to ignorance rather than malice. Dude probably just has no clue what he's got in his hands.

I'll concur with Gloves here, since the games I bought new wholesale for my store had manuals/french covers strapped around them one way or another.

They used to do this in Cyprus with games. The Nintendo distributor there was Nortec. They would carefully break the seal on PAL games and insert a Greek language manual into the box and then close the seal up with a Nortec labeled tape
