What exactly am I looking at? It was with a lot of DS dev/proto cards bought awhile back.
Never got around to testing them all. Is this cart just missing the eprom?
When booted to the DS title screen reads Nintendo Card Backup Util.
Also has the developers name followed by [NOA]

Open it up, and check. Is the EEPROM there?

EEprom is missing from the board. That's what the reference was when asking is this cart just missing the eprom. Wording should be different. Have similar carts like this missing eproms but don't boot like this one has. Info is embedded to the board itself and loads to main menu.

Can you take a picture of the label on the front (if present, should be in japanese)?

I have one with the same label. I'll see if I can find it and run it without the EEPROM.

Did this already the cart will not read on the DS. Tried a few carts and none of them were like this one without the eeprom.

I'm confused. To me it's a save backup tool that you put the cart in to it. Is it not?

No slot to put a cart into. This is in a standard DS dev case.

If you have a blank eeprom, try inserting that into another one of your carts and test it out. Perhaps this board is mistakenly seeing a blank eeprom and is trying to write to it. I tried mine, doesn't boot, but I don't have a blank to try.

Tried:
Brand new blank cart...nothing
Brand new blank cart new eeprom...nothing
Brand new blank eeprom in this cart...still the same screen shown
Eeprom with data in this cart...still the same screen shown

The name mentioned in the boot was a lead engineer at the time of this cart.

Haven't messed with anything on screen until I figure out exactly what it is or how to use it.

Did you boot it to another DS and try to dump a DS game from it in the other DS as the main dumping tool and the second DS with that cart as the receiver?

You should try dumping it. It can easily be done with a modded 3DS system or a cheap R4 you have lying around. This seems pretty interesting and I've never seen any quite like this before. I'd be willing to help you out with any modding or dumping if needed.

This may seem off the wall, but you may be able remove the cart from the ds once booted into the program. Then stick a new one to use the program. I am guessing here.
