I got a copy of World Cup USA '94 in a lot the other day and I looked up the board and saw it was a HiRom with 64k sram so I was going to use it as a donor for a TSOP board game, when I opened it up I saw 2 chip slots inside, both of which are 32 pin so it won't work for TSOP, but can I use it for a 16mbit HiRom game like Radical Dreamers or BS Legend of Zelda (Mottzilla version)?

Yep. Split the games over 2 2c7801 Chips and put the first chip on the bottom maskrom slot (closest to the cart pins) and put the second on top.
Super easy if you use swapbin. I'll pull up a link of an example.
